Role Overview

The Tendering Estimator will play a key role in the preparation and management of tenders and proposals, through diverse services (Collection, MRF, Landfilling, etc). The role requires strong expertise in cost estimation, financial modeling, value engineering, quantity surveying, resource planning, commercial evaluations, and risk assessments.

Key Responsibilities

Reporting to the Tendering Manager, responsibilities include:

• Review and assess tender documents, tender opportunities, and contractual requirements.
• Prepare and evaluate financial proposals, including cost estimation, financial modeling, pricing strategies, budget development, cost control, and risk assessments.
• Prepare quantity take-offs, value engineering assessments, and tender cost analyses.
• Conduct quantity surveying activities and support work preparation for tender submissions.
• Assist in developing resource profiling and evaluation, as well as deployment strategies.
• Coordinate with technical, procurement, finance, and operational teams to obtain and validate tender inputs.
• Assist in analyzing risks and opportunities affecting tender pricing and execution.
• Support competitive bidding strategies, market analysis, and proactive bid planning.
• Maintain high-quality tender documentation and submission records.
• Participate in stakeholder engagements, site visits, and client meetings as required.
• Deliver on All tender Deliverables consistently and Timely.
• Understands value Engineering , Optimization , Cost Control , Variations , Contractual Obligations and their impacts on tenders and estimates.
• Ability to handle more than one tender at a time, when required.

Qualifications

Education

• Bachelor’s Degree (B.Eng.) in Civil Engineering or Environmental Engineering, or other equivalent Degree.
• Master’s Degree is an advantage.

Experience

• More than 7 years of experience in civil engineering, infrastructure, environmental, or related projects.
• Strong experience of at least 3-5 years in “GCC” tendering, cost estimation, quantity surveying, value engineering, budgeting, and commercial evaluations is required.

Technical Skills

• Proficiency in Microsoft Office Suite, AutoCAD, Primavera, and cost control software.
• Familiarity with CESMM/CESMI and CIS coding systems is considered an advantage.
• Strong knowledge of BOQ preparation, quantity take-offs, and resource planning methodologies.

Soft Skills

• Fluent in English, French, and Arabic.
• Strong analytical, communication, and problem-solving skills.
• High level of situational awareness and ability to adapt tender strategies to project-specific conditions, client requirements, and regional considerations.
• Ability to work independently and within multidisciplinary teams under tight deadlines.
• Proactive attitude with strong attention to detail and commercial awareness.
• Self Disciplined, and able to Multitask without compromising FOCUS and Quality.

• Valid passport and willingness to travel within the MENA region for client meetings, stakeholder engagements, site visits, and tender-related activities.
