We are looking for a Steel Structure Commercial Manager to join Star River International in Saudi Arabia.

This role is ideal for candidates with solid steel structure experience, strong commercial awareness, and the ability to work closely with clients, suppliers, and project teams. The candidate should be able to read CAD drawings, calculate project quantities, prepare cost estimates and quotations, support contract negotiation, and coordinate local project resources in Saudi Arabia.

Candidates with steel structure, modular building, prefabricated construction, project camp, or overseas engineering experience are preferred.

Responsibilities

• Read and interpret CAD drawings for steel structure projects, calculate quantities, prepare cost estimates, budgets, and commercial quotations.

• Prepare and optimize quotation proposals based on client requirements, project scope, local market conditions, and cost control targets.

• Communicate with clients and respond to questions related to pricing, technical scope, delivery, commercial terms, and project execution.

• Support business development for steel structure projects in Saudi Arabia, including client communication, commercial negotiation, and cooperation terms.

• Draft, review, and manage contracts, and support risk control during contract negotiation and project execution.

• Develop, evaluate, and manage local steel structure suppliers in Saudi Arabia, including fabrication capability, pricing, quality, delivery capacity, and cooperation reliability.

• Coordinate with design, procurement, logistics, suppliers, and site teams to support smooth project delivery.

• Review steel structure drawings, identify potential issues, support drawing clarification, and provide quantity data for project execution.

• Track contract performance, supplier coordination, cost changes, and project progress.

• Support the company in improving project cost control, delivery efficiency, and local resource integration in Saudi Arabia.

Qualifications

• Diploma degree or above in Civil Engineering, Structural Engineering, Mechanical Engineering, Engineering Management, or related fields.

• Minimum 5 years of experience in steel structure projects, with at least 2 years of experience in commercial management, quotation, budgeting, contract management, or project cost control.

• Ability to read and understand CAD engineering drawings.

• Solid understanding of steel structure quantities, cost composition, quotation logic, and project commercial management.

• Experience in steel structures, container houses, modular buildings, prefabricated buildings, construction materials, or overseas engineering projects is preferred.

• Strong ability in client communication, business development, order follow-up, contract review, and commercial risk control.

• Familiarity with Saudi Arabia or Middle East market rules, customs clearance, logistics, SASO certification, or local supplier management is preferred.

• Proficient English communication skills, both written and spoken.

• Valid driving license and ability to work long-term in Saudi Arabia.

• Candidates with Saudi local project experience, site management experience, or local supplier resources will be preferred.

• Professional certificates such as Construction Engineer, Structural Engineer, Cost Engineer, intermediate professional title, Tekla, BIM, or related certifications are a plus.
