JOB PURPOSE:
Ensure the effective implementation, monitoring, and continual improvement of Health & Safety standards across the Rail Agency. Promote a proactive safety culture through strategic planning, performance audits, incident investigation, and stakeholder engagement while supporting regulatory compliance and excellence program execution.
Strategy
• Contribute to strategic health and safety planning by integrating hazard trends, incident statistics, and legislative updates into annual plans.
• Support departments in aligning with local and international safety standards, ensuring documentation and compliance readiness.
• Conduct benchmarking studies to identify safety best practices and incorporate them into agency-wide programs.
Operations
• Monitor contractor, consultant, and partner compliance with agency health and safety requirements.
• Lead health & safety risk assessments, site inspections, and hazard identification exercises, ensuring corrective actions are implemented.
• Investigate workplace incidents, accidents, and near misses, conducting root cause analysis and recommending preventive measures.
• Facilitate safety committee meetings and cross-departmental workshops to review performance indicators and promote safe work practices.
• Manage Health and Safety performance of the agency, contractors, consultants.
Product / Process Improvement
• Develop and deliver safety training programs covering hazard awareness, emergency response, and incident reporting.
• Maintain and update safety procedures, manuals, legal register, and emergency protocols based on lessons learned and industry developments.
• Implement safety culture improvement initiatives and monitor their effectiveness through KPIs and staff feedback.
• Produce monthly HSE statistic report.
• Technical review of Health & Safety Management Plans for operator, maintainer, and new projects.
Physical Working Conditions
• Conduct site visits, audits, and field inspections across depots, stations, and work sites, ensuring adherence to health & safety protocols.
• Conduct investigation of railway accidents and other safety incidents and events.
Education:
Bachelor’s degree/ master’s degree in engineering, preferably civil, electrical, mechanical, industrial, environmental, or chemical engineering.
Experience:
6+ years in case of master’s degree (8+ years in case of bachelor’s degree).
Qualification:
Professional membership as a certified engineer, IOSH, NEBOSH, Lead Auditor in Health and Safety Management 45001.
Required Nationality: UAE National.
