Role Overview

We are seeking a highly experienced Pre‑Contract Quantity Surveyor with strong expertise in CostX measurement and cost planning to join our cost management team. The role focuses on the successful commercial management of projects from feasibility through to tender stage, providing accurate cost advice and supporting clients in achieving commercial certainty across all design phases.

The role requires a professional who understands the UAE construction market, has strong stakeholder management skills, and can confidently operate in a client-facing environment.

Key Responsibilities

• Prepare feasibility studies, order of cost estimates, and detailed cost plans in line with UAE market conditions
• Carry out advanced measurement and quantification using CostX, including BIM model take‑offs (Revit/IFC) and 2D drawings
• Develop and manage elemental cost plans through Concept, Schematic, and Detailed Design stages
• Maintain cost plans in line with evolving design development and risk profiles
• Benchmark costs using local UAE cost data, historical project data, and market intelligence
• Provide value engineering and cost reduction strategies without compromising project quality or design intent
• Prepare pre‑tender estimates, tender documentation, and Bills of Quantities (where applicable)
• Assist in procurement strategy development and conduct tender analysis and reporting
• Identify, quantify, and communicate commercial risks and opportunities at early stages
• Coordinate with architects, engineers, and specialist consultants to ensure cost alignment
• Support compliance with relevant standards such as POMI, and regional best practices
• Contribute to internal commercial reviews and mentoring of junior staff where required

Required Experience & Qualifications

• Bachelor’s degree in quantity surveying
• Minimum 6–10 years’ experience in a pre‑contract quantity surveying role within the UAE
• Proven track record in CostX measurement and cost planning on medium to large-scale projects (specifically residential)
• Strong knowledge of UAE construction practices, procurement routes, and cost drivers
• Experience preparing cost plans for developer-led projects and consultant environments
• Familiarity with FIDIC-based contracts and pre‑contract commercial procedures
• MRICS qualified or actively working towards chartership (strongly preferred)
