Dubai Holding is currently seeking a Senior Manager – Digital Services, reporting to the Director – Infrastructure Operations. The role holder is responsible for the strategy, delivery, and continuous evolution of the organisation’s web platform ecosystem, spanning a portfolio of 100+ digital properties, enterprise API integrations, cloud-hosted web applications, and internal business automation solutions.

The role holds end-to-end ownership of web platform operations across the organisation, orchestrating the combined capabilities of internal development teams, strategic third-party vendors, and emerging technologies to deliver secure, performant, and accessible digital experiences at scale.

A core contributor to the group-wide digital strategy and technology roadmap, the role plays an integral role in shaping and executing the direction of the organization’s web platform function — ensuring all solutions and initiatives are grounded in sound architectural principles, aligned to security, compliance, and governance requirements, and structured to deliver tangible business value.

Key Accountabilities

• Define and own the organization’s web platform architecture strategy, ensuring all digital solutions are scalable, secure, and aligned to business objectives.
• Act as the senior solution architect across all web development initiatives, bridging the gap between business requirements and technical delivery.
• Oversee the full lifecycle management of web platform components, from planning, procurement, and development through to deployment and decommissioning, operating within defined budgets, risk appetites, and compliance frameworks.
• Take executive ownership of the availability, stability, performance, and compliance of all web platform services — including 100+ Web flow-managed digital properties, Azure-hosted web applications, and associated integration services — ensuring they remain fit for purpose and aligned with agreed service levels.
• Drive a proactive performance culture across the function, ensuring continuous monitoring, technical SEO and AEO optimization, analytics configuration, and resolution of platform issues before they impact the business or end-user experience.
• Provide 24/7 senior operational oversight for the digital portfolio, serving as the escalation point for critical incidents and urgent business requests, and applying deep technical expertise to rapidly coordinate resolution and minimize business impact.
• Serve as the organization’s senior authority on web security and data protection, owning compliance with information security standards, proactively monitoring for vulnerabilities, and driving the implementation of security improvements across the entire digital portfolio.
• Champion rigorous standards for web accessibility, ensuring all digital properties meet WCAG compliance requirements, and embedding accessibility principles from design inception through to production delivery.
• Own and govern the organization’s cookies consent framework across 100+ digital properties, overseeing technical implementation, monitoring ongoing compliance, and managing the strategic relationship with the cookies consent solution vendor.
• Ensure all web platform solutions adhere to data protection, information security, and accessibility standards — embedding required principles and design patterns from inception through to delivery.
• Design, build, and steward enterprise-grade API integrations — including Salesforce and custom microservices — applying best practices in REST API design, security, and documentation to ensure robust, maintainable, and scalable integration architecture.
• Lead the evaluation, onboarding, and governance of SaaS solutions and enterprise platforms — including enterprise contract and license management, user access management, and vendor relationships — ensuring all tools are adopted effectively and deliver measurable value.
• Manage and evolve the organization’s internal Power Platform capability, overseeing the design and delivery of automation flows and applications.
• Develop and manage the web platform and digital operations budget in excess of $1M, balancing cost efficiency with operational excellence, and continuously identifying opportunities for financial optimization without compromising service quality or delivery capability.
• Build and maintain strong collaborative relationships with business, commercial, and marketing stakeholders, acting as a trusted technical consultant on new digital initiatives and providing expert guidance on platform capabilities, constraints, and opportunities.
• Lead and develop a multidisciplinary digital team — comprising web developers, operations manager, and microservices developer — setting clear direction, providing meaningful performance feedback, and creating pathways for professional growth and career development.
• Drive upskilling and continuous development initiatives within the team in line with the capability requirements and service priorities of the function.
• Foster a culture of technical excellence, innovation, and ownership within the team, encouraging experimentation with emerging technologies while maintaining delivery discipline and quality standards.

Who We Are Looking For

Proven experience in enterprise web platform management, digital operations, or a closely related discipline, with a minimum of 8 years in a leadership role overseeing multi-stakeholder digital environments.

Education / Professional Certifications

• Master’s degree in computer science
• PRINCE2 Practitioner
• UX Management certification

Technical Competencies

• Front-end and full-stack development proficiency: HTML, CSS, JavaScript, TypeScript, Next.js, Astro, PHP
• Microsoft Azure platform knowledge, with hands-on experience in App Services, deployment pipelines, and Azure DevOps
• REST API design, development, and validation; experience building secure, production-grade integrations
• Low-code/no-code automation platforms: Power Apps, Power Automate, Zapier, Xano
• Database design and SQL; data engineering fundamentals
• Web Accessibility Standards (WCAG) and UX best practices
• Technical on-site SEO and AEO strategy and implementation
• Analytics and tracking: Google Analytics, Google Tag Manager, custom data layer configuration
• Webflow platform administration and development at enterprise scale
• DNS, networking fundamentals, and information security principles
• Version control and CI/CD workflows (Git)
• Figma and design-to-development collaboration
