What you’ll do:

The Manager, Partnerships will be responsible for building, managing, and strengthening strategic partnerships and external stakeholder relationships across the UAE to support operational, regulatory, and business objectives.
- Build and maintain strong relationships with key external stakeholders, government entities, and strategic partners
- Act as the primary point of contact for partnership-related discussions, escalations, and collaboration initiatives
- Manage relationships with entities such as RTA, Dubai Police, MOHRE, municipalities, and other regulatory authorities
- Support resolution of operational, labor law, fleet, compliance, and regulatory-related matters impacting the business
- Handle dispute resolution, escalations, penalties, investigations, and operational challenges with relevant authorities and partners
- Coordinate on permits, licensing, fleet compliance, employee-related matters, and regulatory approvals
- Ensure adherence to UAE labor law, RTA regulations, and other government compliance requirements
- Collaborate with Operations, Legal, Compliance, HR, Fleet, and Business teams to ensure seamless execution of initiatives
- Identify opportunities to improve stakeholder engagement, operational efficiency, and partnership outcomes
- Manage ongoing partner relationships and ensure timely resolution of critical operational issues
- Support negotiation, onboarding, and governance of strategic partners and service providers
- Develop SOPs and governance frameworks for stakeholder and partnership management
- Track partnership performance, escalations, case resolution timelines, and operational KPIs
- Prepare structured reports, updates, and insights for leadership
- Represent noon in external meetings, discussions, and stakeholder engagements as required
- Drive continuous improvement initiatives across partnership and government-related operations
What you’ll need:
- Bachelor’s degree in Business Administration, Public Relations, Supply Chain, or a related field
- 8–12 years of experience in Partnerships, Government Relations, Business Development, Stakeholder Management, or related functions within the UAE
- Strong experience dealing with RTA, Dubai Police, MOHRE, municipalities, and other UAE government entities
- Proven experience managing dispute resolution, escalations, labor-related matters, and operational compliance cases
- Strong understanding of UAE labor law, government regulations, and operational compliance requirements
- Experience managing strategic partnerships and external stakeholders in fast-paced environments
- Strong communication, negotiation, and stakeholder management skills
- Ability to handle high-volume operational issues and regulatory escalations effectively
- Experience in logistics, ecommerce, mobility, transportation, or large operational ecosystems is preferred
- Fluency in English and Arabic is mandatory
