Legal Counsel-Advocacy, Governance & Regulatory Affairs Full Time NEW

Position Summary:

A non-profit Industrial Organization for Chemicals and Value Chain is seeking a bilingual (Arabic & English) legal professional to support its advocacy agenda and strengthen its role as the voice of the industry in the GCC. The role will focus on regulatory affairs, government engagement, association governance, MoUs, industry policy positioning, and legal compliance, with a strong focus on the GCC region.

Key Responsibilities:

v Advocacy & Regulatory Affairs

·        Support Association advocacy initiatives on laws, regulations, and public policies impacting member companies.

·        Monitor legislative and regulatory developments in GCC markets related to Chemicals value chain.

·        Prepare legal analysis, policy recommendations, consultation responses, and submissions to authorities.

·        Support engagement with ministries, regulators, chambers, and government entities.

v Industry Policy Positioning

• Draft and review legal content for position papers, policy briefs, white papers, and advocacy statements.
• Benchmark regional and international regulations to support industry competitiveness and growth.

v MoUs & Strategic Agreements

• Draft, review, and negotiate MoUs, NDAs, partnership agreements, consultancy agreements, and related contracts.
• Prepare Arabic and English legal documents for official and strategic use.

v  Governance & By-Laws

·        Review and update Association Articles of Association, by-laws, charters, and governance policies.

·        Advise on Board, AGM, elections, appointments, voting procedures, and delegated authorities.

v  Compliance & Risk Management

·        Ensure compliance with applicable laws and regulations in GCC jurisdictions.

·        Identify legal, governance, and reputational risks linked to advocacy initiatives and operations.

Qualification & Skills:

• Bachelor’s Degree in Law (LLB); Master’s Degree or professional legal qualification preferred.
• Fluent in Arabic and English (written and spoken).
• 6–10 years of relevant experience in legal, regulatory affairs, public policy, governance, or government relations.
• Strong knowledge of GCC governance frameworks, and regulatory practices.
• GCC experience preferred.
• Strong bilingual legal drafting skills.
• Knowledge of Saudi and GCC regulatory environments.
• Strong stakeholder management and negotiation skills.
• Ability to engage with senior executives and government officials.
• High professionalism, diplomacy, and sound judgment.

Preferred Background:

• Experience in associations, chambers, federations, petrochemicals, chemicals, manufacturing, energy, or regulated sectors in the GCC.
