Background and Context
Periods of crisis, whether caused by economic downturns, fiscal pressures, public health emergencies, inflation, or labour market instability, place significant strain on governments, employers, workers, and society at large. In such circumstances, effective and timely responses require cooperation, trust, and inclusive decision-making.
Social dialogue, particularly through tripartite engagement among governments, employers’ organizations, and workers’ organizations, is internationally recognized as a key governance tool for crisis prevention, response, and recovery. It enables stakeholders to identify shared priorities, negotiate balanced solutions, reduce social tensions, and safeguard employment and enterprise sustainability.
For countries facing economic and institutional pressures such as Iraq, strengthening tripartite consultation is particularly relevant. Current challenges such as fiscal constraints, delayed public payments, inflationary pressures, unemployment, labour informality, and business uncertainty underline the need for structured dialogue mechanisms that can generate confidence and coordinated responses.
This High-Level Meeting aims to convene senior representatives of government, employers, and workers to discuss the strategic role of social dialogue during crises and identify practical pathways for institutionalized cooperation.

Description:
The room should have bright/sufficient lightning. A few windows are allowed. The walls should be solid andstraight to allow sticking posters, flipcharts, sickly notes and other pieces needed for the training. The hotel management should be in agreement with posters, flip charts, sticky notes and other pieces to be sticked to the walls with sticky tape.
The Conference Room Should Be Equipped With The Following Equipment That Need To Be Returned Back To The Provider Once Training Done:

Payment
According to the ILO policy, the payments of services are performed 30 days after receipt of service.
The payment schedule will consist of a single payment, issued after the completion of the service and upon receipt of the invoice and required documents from the supplier, in line with ILO’s satisfaction with the service.
Means of payment: the payment will be paid via wire transfer to the designated bank account of the supplier. Important Notes:
The supplier will be billed to ILO based on the actual number of participants and service.
