Executive Director – Delivery (PPP Infrastructure)

The Opportunity

We are supporting a confidential, well-capitalised infrastructure investment and development platform on the appointment of an Executive Director – Delivery.

This is a senior, deal-connected role sitting at the intersection of investment, project finance, commercial structuring, and project execution, with full lifecycle responsibility from development through to construction and handover into operations (O&M).

The focus is on large-scale transport infrastructure, including highways, toll roads, tunnels, metro, and rail, within a PPP / concession environment.

Key Responsibilities

• Lead the end-to-end delivery of major PPP / concession infrastructure projects, from financial close through to construction completion and handover into O&M
• Act as the critical interface between investment, development, and project finance teams, ensuring alignment from feasibility through execution
• Take ownership of PPP agreements, concession structures, and major delivery contracts (D&B, EPC)
• Drive engagement with government authorities, regulators, and public sector stakeholders
• Manage and coordinate technical, legal, financial, and advisory workstreams across complex project structures
• Lead commercial negotiations and contract structuring, ensuring appropriate risk allocation
• Ensure delivery aligns with investment case assumptions, financial models, and return thresholds
• Provide board-level reporting and senior stakeholder management
• Oversee execution through construction phases to successful operational handover

Candidate Profile

We are targeting senior infrastructure professionals with a strong blend of technical delivery expertise and commercial PPP experience:

• Proven experience delivering large-scale transport infrastructure projects (roads, highways, tolling, tunnels, metro, rail)
• Deep experience across PPP / concession / BOT / DBFOM structures
• Strong commercial and contractual grounding across D&B, EPC, and concession agreements
• Experience working alongside project finance, investment, and feasibility teams
• Ability to operate effectively with government authorities and senior institutional stakeholders
• Technically credible — able to challenge engineering, delivery strategies, and execution plans
• Track record of delivering projects from development through construction to O&M handover
• International experience (Middle East, Australia, Canada, South America) is advantageous
• Not a fit for candidates solely from renewables, oil & gas, or non-delivery role
