Médecins Sans Frontières (MSF) is seeking a qualified consultant or consultancy firm to
conduct a strategic scoping study in Egypt, aimed at informing its future institutional
positioning and engagement in the country.
Background
MSF is exploring the potential to strengthen and expand its institutional footprint in Egypt,
building on its existing presence in Cairo. Operating in a complex and sensitive
environment, MSF seeks to better understand the opportunities, constraints, and risks
associated with increasing its visibility, engagement, and contribution from Egypt.
This consultancy will provide evidence-based analysis and strategic guidance to support
MSF decision-making and future investments in the country.
Objective of the Consultancy
The objective of this assignment is to deliver a comprehensive and decision-oriented
assessment of MSF potential institutional positioning in Egypt.
The study will explore:
• Opportunities and limitations for public communication and visibility
• Egypt’s potential as a recruitment pool for MSF’s international workforce
• Feasibility and constraints of fundraising activities
• Options for establishing an appropriate institutional footprint
• Key risks, sensitivities, and operational considerations
Scope of Work
The consultant will conduct an integrated analysis covering:
• Public communication landscape
• Recruitment potential
• Fundraising feasibility
• Governance and institutional setup options
The assignment is expected to generate actionable insights and scenario-based
recommendations to support MSF institutional strategic choices.
Methodology
The consultant is expected to propose a robust and context-appropriate methodology,
combining:
• Desk research and document review
• Key informant interviews
• Stakeholder mapping and analysis
• Use of relevant analytical frameworks
A strong emphasis should be placed on triangulation, context sensitivity, and
actionable outputs.
Deliverables
The selected consultant will be expected to deliver:
• An inception report
• A draft assessment report
• A final report including analysis, strategic recommendations, and scenario
options
• A presentation of key findings to MSF Branch Office Management Team.

• Duration: Approximately 6 weeks
Profile of the Consultant
MSF is looking for a consultant or team with:
• Proven experience in strategic analysis, scoping studies, or feasibility
assessments
• Strong understanding of the Egyptian political, legal, and institutional context
• Experience working with INGOs, humanitarian organizations, or complex
operating environments
• Expertise in one or more relevant areas (communications, fundraising,
governance, labour market analysis)
• Excellent analytical, writing, and stakeholder engagement skills
Fluency in English and Arabic is required. and French is an advantage.
