Role Overview
Saudi Gold Refinery (SGR) is seeking a Camp and People Supervisor in Saudi Arabia to manage daily accommodation, welfare, and administrative operations for our shift workforce and contractor personnel. The role ensures camp facilities meet industrial HSE standards, coordinates catering and transport logistics, and maintains accurate attendance and leave records for payroll processing. The supervisor oversees vendor performance, tracks Saudization compliance for camp support staff, and serves as the primary contact for employee welfare inquiries. This function directly supports uninterrupted 24/7 shift coverage across exploration sites and aligns camp operations with SGR’s sustainability and workforce development objectives.
The Camp and People Supervisor will report directly to the Camp and People Manager and will play a key role in maintaining safe, compliant, and cost-effective residential facilities for our operational teams. The position requires strict adherence to Saudi labor regulations, accurate contractor onboarding workflows, and proactive facility maintenance planning. The supervisor will ensure that workforce accommodation directly supports SGR’s refining and exploration operations by minimizing downtime and maintaining high welfare standards.
Key Responsibilities
The Camp and People Supervisor will execute the following responsibilities across facility operations, compliance tracking, and vendor management.
– Camp Facility Management: The supervisor conducts daily inspections of accommodation blocks, verifies HVAC and plumbing functionality, and logs maintenance requests in the facility tracking system.
– Catering and Hygiene Oversight: The role audits daily meal service volumes against shift rosters, monitors kitchen sanitation standards, and reviews monthly vendor invoices against contractual service levels.
– Transport and Logistics Coordination: The position manages shift handover transport schedules, verifies fleet availability for continuous operations, and tracks fuel consumption against approved mileage logs.
– Attendance and Payroll Administration: The supervisor reconciles biometric clock-in data with approved leave and overtime records to generate accurate payroll inputs for Mudad submission.
– Contractor Onboarding and Compliance: The role verifies valid Iqama status, medical fitness certificates, and HSE induction completion before granting site access to new contractor personnel.
– Saudization and Visa Management: The position monitors Nitaqat ratios for camp support roles, updates Muqeem records for expatriate staff, and processes GOSI registrations within statutory deadlines.
– Welfare and Grievance Handling: The supervisor maintains a confidential log of employee complaints, resolves routine facility issues within forty-eight hours, and escalates complex cases to the Camp and People Manager.
– Budget and Utility Control: The role tracks monthly camp operating expenditures, reconciles utility consumption reports, and prepares variance analyses for quarterly management reviews.
– Emergency Response Coordination: The position conducts monthly fire drills, verifies first aid station inventory, and coordinates with HSE to maintain updated evacuation maps across all accommodation zones.
Qualifications
– Holds a bachelor’s degree in business administration, hospitality management, or a related field from an accredited institution.
–The candidate possesses a minimum of five years of experience managing workforce accommodation or industrial camp operations in the mining or heavy industry sector.
– Demonstrates working knowledge of Saudi labor law, MHRSD compliance requirements, and GOSI registration procedures.
–The candidate has direct experience managing third-party catering, cleaning, and transport contractors under formal service-level agreements.
–The candidate shows proficiency in tracking shift attendance, calculating overtime, and preparing payroll inputs for wage protection systems.
– Maintains a valid Saudi driving license and demonstrates the ability to travel to remote exploration sites on short notice.
–The candidate applies facility management software to track maintenance work orders, inventory levels, and vendor performance metrics.
– Conducts root-cause analysis on recurring camp maintenance failures and implements corrective action plans.

– Prior experience supporting 24/7 shift operations with mixed blue-collar and white-collar workforce demographics.
– Managed camp operations during peak construction or commissioning phases involving rapid workforce scaling.
– Possesses working knowledge of ISO 45001 occupational health and safety standards as applied to residential facilities.

– The supervisor reduces average maintenance work-order turnaround time from five days to two days through improved vendor dispatch tracking.
– The role achieves zero non-conformances during municipal health inspections and internal HSE camp audits.
– The position maintains a camp occupancy accuracy rate of ninety-eight percent by reconciling biometric attendance with room allocation logs.
– The role delivers monthly camp operating budgets within a three percent variance by renegotiating catering and transport contracts.
– The supervisor processes one hundred percent of contractor onboarding documentation within twenty-four hours of arrival at the camp.
– The position maintains a ninety-five percent satisfaction rate on quarterly employee welfare surveys administered through the HR portal.
