Role Description This is a full-time, on-site role based in Mecca for a Head of Procurement Unit (رئيس وحدة المشتريات). The role is responsible for leading and overseeing all procurement activities, including planning, sourcing, tendering, evaluation, awarding, and contract management in alignment with company policies and relevant regulations. The Head of Procurement Unit will develop and implement procurement strategies, annual procurement plans, and standard operating procedures to ensure cost-effective, transparent, and timely acquisition of goods, services, and works. Daily tasks include managing vendor relationships, negotiating contracts, monitoring supplier performance, and coordinating with internal departments to understand and consolidate procurement needs. The role also involves supervising the procurement team, ensuring compliance with governance and audit requirements, maintaining accurate records and reports, and contributing to continuous process improvement and risk management within the procurement function. Qualifications
Demonstrated experience in procurement and supply chain management, including tendering, sourcing, contract negotiation, and vendor management.
Proven ability to develop procurement strategies, policies, and procedures that support organizational objectives and regulatory compliance.
Strong leadership skills with experience supervising teams, setting priorities, and managing performance in a structured, process-driven environment.
Solid financial and analytical skills, including budgeting, cost analysis, and the use of procurement and ERP systems or related digital tools.
Excellent communication and stakeholder management skills, with the ability to collaborate effectively across departments and with external partners.
Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related field; a relevant professional certification (e.g., CIPS, CPSM) is an advantage.
Previous experience in real estate development, urban regeneration, or large-scale infrastructure projects is preferred.
Fluency in Arabic with good command of English, and the ability to prepare clear reports and documentation.
