We are recruiting for our Saudi operations where you’ll be joining a growing team of nearly 250 people supporting clients across the Kingdom realise Vision 2030 projects. Efficio have been operating in KSA since 2014 and opened the Riyadh office in 2019. During this time, we have worked on some of the region’s largest infrastructure and Giga projects, helping them manage their end-to-end cost portfolio, deliver value from procurement faster and meet Local Content and ICV requirements.

As a Procurement Lead – Development & Construction at Efficio, you will be embedded with client procurement functions, delivering procurement activity to realise Saudi Vision 2030.

Vision 2030 is a strategic framework to reduce Saudi Arabia’s dependence on oil, diversify its economy, and develop public service sectors including: Health, Education, Construction and Infrastructure, Recreation and Tourism.

What will you be doing?

• As a Procurement Lead, you will take full ownership of the end-to-end procurement lifecycle, from sourcing strategy to purchase order execution, with a strong focus on development and construction projects. You will be responsible for ensuring that all procurement activities are efficient, compliant, and value driven.
• Manage the entire procurement process: from requirements gathering, planning and market engagement through to supplier selection and PO execution.
• Drive sourcing initiatives across categories such as Engineering, Design & Technical Consulting, Construction & Turnkey Projects, and Finishings & Interior Design, identifying opportunities for cost savings and service improvement.
• Ensure compliance with internal controls, policies, and regulatory frameworks, while maintaining a client-focused mindset.
• Build and maintain strong stakeholder relationships (e.g., PMCs, project managers, finance, legal, and engineering teams) to support alignment and effective decision-making across approval workflows.
• Oversee requisition and PO process, ensuring timely and accurate execution, including resolution of any budget check errors or system issues.
• Lead supplier onboarding, pre-qualifications and supplier performance management to enable sourcing of capable vendors.
• Conduct internal training to support adoption of procurement systems and best practices.
• Analyse spend and supplier data to propose cost-saving, packaging approaches and efficiency improvement strategies.
• Perform other job-related duties as required by the direct manager.

About You

• You have a strong end-to-end procurement background (minimum 10 years)
• You bring experience managing procurement and commercial activities across engineering and construction works.
• You have a strong understanding of the development and construction life cycle and knowledge of related supply markets.
• You have a track record of delivering significant savings through strategic sourcing and continuous improvement.
• You possess excellent communication and stakeholder management skills, with the ability to influence at senior levels.
• You are an adept multi-tasker, capable of managing multiple concurrent sourcing activities.
• You use data to support informed decision-making and are highly proficient in Microsoft Excel (including VLOOKUPs and pivot tables), Word, and PowerPoint.
• You have hands-on experience with ERP procurement tools such as SAP Ariba, Oracle, or similar platforms.

This is an initial 12-month fixed-term contract
