Country Team Lead Full Time

Position Summary

The primary responsibility of the Country Team Lead, Lebanon provides overall strategic leadership, operational oversight, and external representation for Project HOPE’s mission in Lebanon. As the senior in-country representative, the role ensures the effective delivery of humanitarian, recovery, resilience, and health systems strengthening programs in alignment with organizational priorities, donor requirements, humanitarian principles, and Lebanese legal and regulatory frameworks.

The Country Team Lead serves as Project HOPE’s primary representative with government authorities, relevant ministries, UN agencies, donors, coordination platforms, and strategic partners, ensuring strong external engagement, partnership development, and effective positioning within Lebanon’s humanitarian and development landscape.

The role is accountable for overall mission performance, program quality, operational compliance, people leadership, risk leadership, donor relations, and resource mobilization across all country functions, working closely with the Regional Office, and technical teams to ensure strategic alignment and operational excellence.

Principal Responsibilities

Strategic Leadership & country Oversight

• Define and drive Project HOPE Lebanon’s strategic direction, ensuring responsiveness to humanitarian, recovery, and development priorities.
• Lead the development, implementation, and periodic review of the Lebanon country strategy and annual operational plans.
• Ensure mission strategies are informed by strong contextual analysis, including political, economic, social, public health, and humanitarian trends.
• Guide organizational adaptation to evolving operational realities, donor priorities, and national response frameworks.
• Promote integration and collaboration across all departments and program portfolios.
• Act as the primary authority for mission-level decision-making, escalation management, and crisis response.
• Foster a culture of accountability, safeguarding, transparency, ethical leadership, and continuous learning.

External Representation & Stakeholder Engagement

• Serve as Project HOPE’s principal representative with Lebanese authorities, including relevant ministries and regulatory bodies.
• Represent the organization with UN agencies, donors, clusters, coordination forums, embassies, academic institutions, private sector actors, and national/international NGOs.
• Build and maintain strong strategic relationships with institutional donors and key external stakeholders.
• Ensure active participation in humanitarian coordination mechanisms and relevant technical working groups.
• Position Project HOPE as a credible and strategic partner within Lebanon’s humanitarian and development landscape.
• Lead high-level advocacy, negotiation, and external engagement efforts aligned with organizational priorities.
• Coordinate external messaging and strategic positioning in close collaboration with Regional and Headquarters teams.

Program Leadership & Quality Assurance

• Oversee the design, implementation, monitoring, and evaluation of all humanitarian, health, protection, recovery, resilience, and development programming.
• Ensure program delivery is timely, compliant, evidence-based, and aligned with donor requirements and organizational standards.
• Drive quality assurance mechanisms across all projects.
• Strengthen MEAL systems, accountability to affected populations, safeguarding, and adaptive programming approaches.
• Ensure interventions are needs-based, conflict-sensitive, inclusive, and contextually appropriate.
• Oversee program reporting quality and ensure timely submission of internal and donor deliverables.
• Promote innovation, learning, and cross-sector program integration.

Operational Management & Compliance

Responsibilities

Provide overall oversight of all mission support and operational functions, including finance and budget management, human resources and administration, supply chain and procurement, security and access management, compliance and internal controls, and media and communications coordination. Specific responsibilities include:

• Ensuring compliance with Lebanese laws, registration requirements, labor regulations, and donor contractual obligations.
• Overseeing financial planning, budget forecasting, expenditure monitoring, and resource allocation.
• Ensuring strong internal controls, audit readiness, and risk management systems.
• Overseeing efficient and transparent procurement and supply chain systems.
• Maintaining business continuity and emergency preparedness plans in coordination with regional leadership.
• Ensuring all mission policies, procedures, and systems are effectively implemented.

People Management & Capacity Building

• Lead, supervise, and mentor the Senior Management Team.
• Ensure strong departmental leadership and cross-functional coordination.
• Foster an inclusive, respectful, and high-performing workplace culture.
• Promote staff wellbeing, professional growth, and retention.
• Support leadership development, succession planning, and national staff capacity strengthening.
• Ensure performance management systems are consistently implemented.
• Support department heads in addressing performance, conduct, and organizational culture issues.

Resource Mobilization & Partnership Development

• Lead mission-level fundraising and business development efforts.
• Identify strategic funding opportunities aligned with country priorities.
• Lead or support concept note and proposal development processes.
• Build and strengthen strategic partnerships with local NGOs, academic institutions, health actors, and consortium partners.
• Support donor engagement throughout the program lifecycle.
• Ensure strong grant stewardship, donor compliance, and relationship management.
• Advance localization through meaningful partnership development and capacity strengthening initiatives.

Coordination, Localization & Community Engagement

• Strengthen collaboration with Lebanese institutions, local NGOs, civil society organizations, and community structures.
• Promote meaningful participation of affected communities in program design and implementation.
• Ensure accountability through feedback and complaint response mechanisms.
• Advance localization and equitable partnership approaches.
• Coordinate closely with Regional and HQ teams to ensure technical alignment and support.

Risk Management, Safeguarding & Ethics

• Ensure full implementation of safeguarding, PSEA, child protection, Code of Conduct, and ethics policies.
• Promote a culture of zero tolerance for fraud, exploitation, abuse, harassment, and retaliation.
• Oversee mission-wide risk identification, mitigation, and compliance monitoring.
• Ensure confidentiality, data protection, and responsible information management.
• Ensure appropriate incident reporting, escalation, and response protocols are followed.

Minimum Qualifications

• Master’s degree in Public Health, International Development, Humanitarian Affairs, Business Administration, Social Sciences, or a related field, or equivalent professional experience.
• Minimum 5 years of progressively responsible experience in humanitarian and/or development programming.
• Minimum 3 years in a senior leadership role overseeing multi-functional country operations.
• Strong experience managing complex humanitarian and development portfolios.
• Proven experience in donor engagement, external representation, and strategic partnership development.
• Strong familiarity with Lebanon’s humanitarian, development, public health, and regulatory landscape.
• Strong knowledge of humanitarian coordination systems and donor compliance requirements.
• Demonstrated financial and operational oversight experience.
• Proven people leadership and team development skills.
• Excellent strategic planning, problem-solving, and decision-making abilities.
• Strong written and verbal communication skills.
• Fluency in English and Arabic language is a plus
• High proficiency in Microsoft Office and organizational systems.
• Strong alignment with Project HOPE’s mission, vision, and core values.
