Job summary:
Executes financial planning and analysis activities for Digital & Technology initiatives, ensuring fiscal discipline, budget accuracy, and alignment with organizational goals. Develops and maintains IT budgets, updates rolling cash flow forecasts, and supports the financial planning cycle across TAQA Distribution and shared IT services for TAQA Transmission. Tracks budget consumption, monitors expenditure, and provides timely variance analysis and financial reports to prevent unplanned spending. Collaborates with internal stakeholders and the Finance Department to drive financial accountability, support decision-making, and ensure compliance with financial controls and approval processes.
Key Responsibilities:
IT Budget Preparation & Financial Planning & Budget Plan Reporting
• Prepare and consolidate Digital & Technology budgets, ensuring alignment with financial targets and submission timelines.
• Coordinate with department units to collect budget inputs and validate cost assumptions for IT contracts and services.
• Update and maintain rolling cash flow forecasts, incorporating changes in IT expenditure and project timelines.
• Identify opportunities for cost optimization and resource reallocation across IT services and contracts.
• Provide input into IT budget planning meetings and contribute cost data to support strategic financial decisions.
• Support analysis and presentations to IT Budget Plans Management.
Budget Consumption Monitoring & Controls
• Monitor day-to-day consumption of the approved IT budget, including OPEX, CAPEX, and project-level spending.
• Track and report actuals vs. approved budget; flag deviations and support corrective action planning.
• Facilitate financial approvals and ensure expenditure complies with internal controls and authorization limits.
• Maintain detailed records of budget allocations, expenditures, and commitments for audit readiness.
• Follow up with project and cost center owners to ensure timely reconciliation and accountability for spending.
• Identify cost inefficiencies and escalate issues or recommend measures to avoid overspending.
• Ensure adherence to internal cost control mechanisms, financial governance standards, and approval workflows.
Cloud FinOps Execution
• Track and analyze cloud consumption trends and spending against budget.
• Assist in implementing cost-saving recommendations for cloud services by analyzing usage patterns and rightsizing opportunities.
• Collaborate with cloud service owners and vendors to ensure financial transparency and accountability.
• Support refinement of cloud cost allocation models and contribute to FinOps reporting.
IT Budget and Financial Reporting
• Collect and track KPIs related to financial performance, budgeting accuracy, forecast reliability, and cost optimization.
• Generate and deliver structured financial performance reports (e.g., monthly, quarterly) to internal stakeholders, highlighting key variances, trends, and forecast updates.
• Support the preparation of budget presentations and materials for senior management, highlighting key cost drivers and optimization recommendations.
Continuous Improvement
• Support the development and automation of financial dashboards and visualization tools for real-time budget insights.
• Identify execution-level process gaps or inefficiencies and recommend improvements to financial workflows, through periodic reviews and lessons learned.
• Support implementation of enhancements to financial management tools and templates to improve accuracy and cycle time.
• Maintain and update process documentation for budgeting, forecasting, and reporting workflows.
Technology and Industry Trends
• Stay informed on trends in IT financial management, FinOps, budgeting tools, and enterprise cost management.
• Evaluate and recommend the adoption of modern financial analytics tools, forecasting platforms, and cost optimization tools to enhance IT financial operations.
Policy, Procedures, Process and Systems
• Follow the operational strategy in compliance with group delegation of authority policy.
• Ensure compliance of organization’s policy, systems, processes, procedures, and controls, in line with group delegation of authority policy so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service in a consistent manner.
Reporting
• Ensure that all reports are completed timely and comply with the business and organization’s policies and standards.
• Manage the preparation of periodical management reports and progress reports to keep the business senior management informed about the progress of various initiatives and to facilitate decision-making.
