Senior Proposal Engineer – Infrastructure Civil Full Time NEW

Job Description

Design Review and Coordination
  1. Review and understand all design drawings, specifications, and project documents for infrastructure scope (roads, utilities, networks, site development, etc.).
  2. Coordinate with designers/consultants to clarify design intent, resolve discrepancies, and ensure completeness of technical information.
  3. Prepare and maintain design review comments, registers, and RFI/technical query logs for internal follow-up and submission.
  4. Packages preparation.
Compliance Between Drawings, Specifications, and BOQ
  1. Check and verify that BOQ items match drawings and specifications in terms of scope, units, and descriptions.Sr.-Estimation-Infrastructure-Engineer.docx
  2. Identify and highlight mismatches, missing items, duplication, or ambiguity between drawings, BOQ, and specifications.Sr.-Estimation-Infrastructure-Engineer.docx
  3. Prepare clear deviation and clarification lists to be included in the technical proposal.

 
Quantity Takeoff and Technical Scoping
  1. Perform detailed and accurate quantity takeoffs from drawings for all infrastructure elements (earthworks, underground utilities, roads, manholes, chambers, etc.).
  2. Prepare structured takeoff sheets with clear references, assumptions, and measurement methods.
  3. Define the technical scope of work to support the proposal, ensuring completeness of quantities and technical coverage.
Value Engineering (Technical)
  1. Review design and specifications to identify potential technical value engineering options (alternative systems, materials, or details) that maintain required quality and functionality.
  2. Coordinate internally to evaluate proposed alternatives and prepare supporting technical justifications and narratives
Technical Proposal Documentation and Reports
  1. Compile and prepare all technical sections of the proposal related to infrastructure works in line with RFP requirements.
  2. Prepare the following reports and documents as part of the technical submission.
  3. Design Review Report summarizing main comments and coordination status.
  4. Compliance Matrix between drawings, specifications, and BOQ.
  5. Quantity Takeoff Summary and detailed takeoff sheets (for internal support and reference).
  6. List of Technical Clarifications, Deviations, and Assumptions.
  7. Value Engineering Proposal report (when applicable), summarizing proposed alternatives and technical advantages.
  8. Technical submittal checklist/register to ensure all RFP technical requirements are included.

Job Requirements

  1. Bachelor’s degree in civil engineering and working related field with min 8 years.​
  2. Solid experience in infrastructure (utilities, roads, networks, site development) design review, proposal engineering, and tendering.​
  3. Strong knowledge of civil engineering principles, materials, and infrastructure construction methods.​
  4. Proven experience in quantity takeoff, BOQ–drawing–specification compliance, and technical documentation.​
  5. Good understanding of relevant industry standards and specifications.​
  6. Strong analytical and problem-solving skills with high attention to detail and accuracy.​
  7. Ability to work effectively within a proposal/tendering team and meet tight submission deadlines.​
  8. Effective communication and coordination skills with internal and external stakeholders.​

Bachelor’s degree in civil engineering.

8-12 years of overall experience in equivalent position.
  • High proficiency in reading and interpreting infrastructure drawings, specifications, and BOQs.
  • ​Strong skills in quantity takeoff using AutoCAD Civil 3D and related tools and takeoff software like costx or planswfit.
  • Proficiency in computer software (MS Office, especially Excel and Word) for takeoff sheets and technical reports.
  • Familiarity with tendering procedures, RFP requirements, and technical proposal compilation.
