Role Overview

The Finance Manager is responsible for leading and managing all financial functions of the airport, ensuring robust financial governance, regulatory compliance, and effective financial planning.

The role encompasses both operational finance (accounting, billing, payroll, treasury) and strategic finance (budgeting, forecasting, financial planning, and investment analysis). The Finance Manager plays a key role in supporting executive decision-making, maintaining financial sustainability, and engaging with investors, financial institutions, and regulatory authorities.

Key Responsibilities

Financial Strategy & Governance

• Develop and implement financial strategies, policies, and procedures aligned with international standards (IFRS) and aviation financial frameworks (ICAO, ACI, IATA).
• Ensure full compliance with local financial regulations and statutory requirements, maintaining transparency and accuracy in reporting.
• Establish and maintain strong internal controls, governance frameworks, and financial risk management practices.
• Provide financial insights and recommendations to the Airport Director, Steering Committee, and Board of Directors.
• Monitor financial risks and ensure appropriate mitigation measures are in place.
• Support financial negotiations with banks, investors, and financial institutions, as required.

Budgeting, Cost Control & Financial Planning

• Lead the preparation of annual budgets, forecasts, and long-term financial plans.
• Monitor and control operational expenditure (OPEX) and capital expenditure (CAPEX) to ensure cost efficiency.
• Implement effective cost control measures and financial discipline across departments.
• Support financial planning for airport expansion, infrastructure investments, and strategic projects.
• Analyze financial performance, identify variances, and recommend corrective actions and efficiency improvements.

Revenue Management & Commercial Support

• Collaborate with Commercial and Operations teams to optimize revenue streams.
• Support development and evaluation of tariffs, airport charges, airline agreements, and concession models.
• Provide financial analysis to support pricing strategies and commercial negotiations.
• Ensure accurate revenue tracking, billing, and collection processes.

ORAT (Operational Readiness Activation and Transition)

• Participate in ORAT planning to assess financial requirements for airport startup and operational readiness.
• Evaluate expected OPEX and CAPEX needs, identifying risks and recommending mitigation strategies.

Investor Relations & Stakeholder Management

• Act as the primary financial interface with shareholders, regulators, and financial institutions.
• Prepare and present financial reports, investment analyses, and risk assessments to senior stakeholders.
• Ensure transparent and timely financial reporting to build stakeholder confidence.
• Liaise with auditors, tax advisors, and legal consultants to ensure full compliance.
• Represent the airport in financial discussions, investment forums, and industry engagements.

Financial Operations & Reporting

• Oversee all core finance functions including accounting, treasury, billing, payroll, and financial reporting.
• Ensure timely and accurate preparation of financial statements, management reports, and forecasts.
• Monitor cash flow, liquidity, and working capital to ensure financial stability.
• Ensure compliance with taxation, contractual, and financial obligations.

7. Team Leadership & Process Improvement

• Lead, mentor, and develop a high-performing finance team.
• Implement best practices in financial management, reporting, and operational efficiency.
• Drive digital transformation initiatives, including ERP and financial systems implementation.
• Establish and monitor financial KPIs and performance metrics.
• Promote a culture of accountability, continuous improvement, and compliance awareness.

Qualifications & Experience

Education

• Bachelor’s degree in Finance, Accounting, or Economics
• MBA / MSc or specialization in Finance or Airport Economics (preferred)

Experience

• 8–12 years of experience in finance, with:
• Minimum 4–5 years in a leadership role
• Prior experience in aviation, airport, or infrastructure sector preferred
• Strong experience in financial planning, budgeting, cost control, and revenue management
• Exposure to large-scale projects, CAPEX planning, or infrastructure finance is an advantage

• Strong knowledge of:

• Proficiency in ERP systems, financial software, and data analysis tools (e.g., Power BI)
